DOJ Pursues Revocation of Citizenship for Naturalized Criminals and Fraudsters

Officials cite concealed crimes and alleged misrepresentation in court-approved revocations and pending complaints.

The U.S. Department of Justice (DOJ) announced that two naturalized citizens had their citizenship revoked after courts found they obtained naturalization while concealing criminal conduct, and officials also filed a complaint seeking to revoke the citizenship of a third individual. By law, individuals whose citizenship is revoked return to their prior immigration status, which may lead to further immigration proceedings.

Attorney General Pam Bondi stated on social media that the “denaturalization actions reflect this Department of Justice’s ongoing efforts to strip citizenship from people who conceal crimes or defraud the American people during the immigration process.”

Court orders revoked the citizenship of Ukrainian-born Vladimir Volgaev, who was convicted of smuggling firearm components and committing housing benefits fraud before naturalization, and Cuban-born Mirelys Cabrera Diaz, who was convicted in a health care fraud conspiracy involving more than $6 million in Medicare claims. The department also filed a civil complaint against Lebanese-born Alec Nasreddine Kassir, alleging he obtained citizenship through misrepresentations related to marital status. 

Federal law requires the government to meet a high evidentiary standard in court to revoke naturalized citizenship.
